Shared Values. Shared Prosperity.
Economic Freedom Fighters — The Gambia Shared Values for Shared Prosperity
DEDICATION
TO THE PEOPLE OF THE REPUBLIC OF THE GAMBIA
This Charter is dedicated to every Gambian who believes that our nation can become more peaceful, more prosperous, more just, and more united than it is today.
It is dedicated to the farmer who tills the land before sunrise. To the fisherman who braves the river and the sea. To the market woman whose enterprise sustains her family. To the teacher who shapes tomorrow's leaders. To the nurse, the doctor, and every healthcare worker who protects life. To the entrepreneur who creates opportunity. To the artisan whose hands build our nation. To the student whose dreams know no limits. To the worker whose labor keeps our economy moving.
To the members of our Armed Forces and Security Services who defend our Republic with honor.
To our traditional leaders, faith leaders, civil servants, and community volunteers who preserve the moral and cultural foundations of our nation.
To Gambians living abroad whose love for home never diminishes despite the distance.
And above all, to the children of The Gambia, whose future calls us to lead with wisdom, integrity, courage, and vision.
May we leave you a Republic stronger than the one we inherited.
FOUNDER'S PORTRAIT
HRH Prince Ebrahim Sanyang
FOUNDER'S DECLARATION
By H.R.H. Prince Ebrahim Sanyang Founder and Party Leader — Economic Freedom Fighters (EFF) – The Gambia
Today, with humility before Almighty God, confidence in the people of The Gambia, and hope for generations yet unborn, I place before our nation this Founding Charter of the Economic Freedom Fighters.
This Charter transcends beyond a political document. It is a declaration of purpose, a statement of principles, and a solemn commitment to serve the Republic of The Gambia with integrity, courage, humility, and unwavering devotion to the common good.
The Economic Freedom Fighters was not founded out of anger toward any individual, nor in opposition to any community, religion, or political tradition. It was found out of faith, faith that our nation can achieve greater prosperity through honest leadership, productive enterprise, strong institutions, national unity, and the limitless potential of its people.
Our mission is not to divide Gambians, but to unite them around a shared vision of progress. We seek not to inherit a better nation from those who came before us alone, but to build a better nation for those who will come after us.
I believe that leadership is a trust, not a privilege; that public office is a responsibility, not an entitlement; and that the true measure of any government is found not in the power it holds, but in the opportunities it creates, the justice it upholds, and the dignity it affords every citizen.
As Founder of this movement, I do not ask my fellow Gambians to place their faith in one individual. I ask them instead to place their faith in timeless values: integrity, justice, compassion, accountability, hard work, service, respect for the rule of law, and an enduring belief that our diversity is one of our greatest strengths.
This Charter belongs not to one leader, but to every Gambian who dreams of a nation where opportunity is earned through merit, where every child can fulfil their potential, where every family can live with dignity and security, and where our economy creates prosperity that is broadly shared.
The responsibility for building such a Republic cannot rest upon government alone. It requires the commitment of citizens, public servants, entrepreneurs, farmers, workers, teachers, students, faith-leaders, traditional authorities, civil society, the private sector, and our brothers and sisters in the diaspora. Nation-building is a shared endeavour.
Therefore, I invite every Gambian, regardless of political affiliation, ethnicity, religion, gender, age, or region, to join in the noble work of strengthening our Republic. We may differ in opinion, but we are united in our duty to leave The Gambia stronger than we found it.
May history judge us not by the offices we held, nor by the words we spoke, but by the institutions we strengthened, the opportunities we created, the justice we defended, and the hope we restored.
With faith in Almighty God, confidence in our people, and love for our country, I dedicate this Founding Charter to the service of the Republic of The Gambia and to generations yet unborn.
May God bless every Gambian. May God bless the Republic of The Gambia.

EFF Doctrine of Productive Nation-Building
"A nation's greatness is measured not by what it consumes, but by what it produces; not by the wealth of a few, but by the opportunities available to all; and not by the promises of its leaders, but by the progress of its people." — Prince Ebrahim Sanyang
PART I — The Philosophy
Chapter 1: The Birth of a New National Movement
1.1 A Call to National Renewal
Every nation reaches defining moments in its history, moments when its people are called not merely to endure the present but to shape a better future.
The Republic of The Gambia now stands at such a moment.
Our nation is richly blessed with fertile land, abundant waterways, a strategic geographical location, a youthful and energetic population, a vibrant culture, and a proud history of peaceful coexistence. Yet these blessings have not been fully translated into broad-based prosperity for our people.
For far too many Gambians, daily life continues to be marked by unemployment, rising living costs, inadequate public services, limited economic opportunity, and uncertainty about the future. Too many young people see migration as their only path to opportunity. Too many families continue to struggle for access to quality healthcare, reliable electricity, clean water, affordable education, and meaningful employment.
The challenge before us is not a lack of national potential. Rather, it is the responsibility to harness that potential through visionary leadership, sound institutions, productive investment, and the collective efforts of all Gambians.
The Economic Freedom Fighters (EFF) was established in response to this national calling.
EFF is founded on the conviction that every Gambian deserves the opportunity to realise their full potential in a peaceful, democratic, and prosperous Republic.
1.2 Why We Founded the Economic Freedom Fighters
The Economic Freedom Fighters was not created as a reaction to any single election, political party, or individual.
It was founded because the challenges confronting The Gambia require a long-term national movement dedicated to economic transformation, institutional renewal, and responsible leadership.
We recognise that political independence alone does not guarantee prosperity. True freedom is realised when citizens have access to education, productive employment, affordable healthcare, reliable infrastructure, justice under the law, and equal opportunities to succeed.
Economic freedom is therefore not an abstract concept. It means enabling every Gambian to build a dignified life through honest work, enterprise, innovation, and equal opportunity.
The purpose of EFF is to help build a nation where opportunity is not determined by birthplace, family background, political affiliation, gender, religion, or ethnicity, but by the talent, character, and aspirations of every citizen.
1.3 A Movement for Every Gambian
The Economic Freedom Fighters belongs to no tribe.
It belongs to no religion. It belongs to no region. It belongs to no social class.
It belongs to every Gambian who believes that our nation can achieve more through unity than through division.
The strength of The Gambia has always been its diversity. Our many ethnic communities, languages, cultures, and religious traditions form one national family whose shared destiny is greater than our individual differences.
EFF rejects every form of tribalism, sectarianism, discrimination, intolerance, and hatred.
We believe that patriotism begins by recognising the equal dignity and equal citizenship of every Gambian. National unity is not merely a political objective; it is a strategic necessity for sustainable development.
1.4 The Republic We Owe Future Generations
Every generation inherits a nation from those who came before and holds it in trust for those yet to be born.
Our responsibility is not simply to preserve The Gambia as we found it, but to leave it stronger, more prosperous, more just, and more resilient.
The decisions we make today will shape the opportunities available to our children and grandchildren tomorrow.
Accordingly, EFF embraces long-term national planning over short-term political expediency.
We believe that governments must invest not only in the immediate needs of citizens but also in the institutions, infrastructure, education, innovation, environmental stewardship, and economic foundations that will sustain future generations.
A nation that fails to prepare for the future inevitably mortgages the future of its people.
1.5 Politics as Public Service
Politics must never become an end.
Public office is not a privilege to be enjoyed; it is a solemn trust bestowed by the people.
Leadership is measured not by titles, ceremonies, or personal influence, but by the lives improved, opportunities created, institutions strengthened, and lasting legacy left behind.
EFF therefore embraces a culture of servant leadership, accountability, humility, professionalism, and ethical conduct.
We reject the politics of personality. We reject the politics of permanent division. We reject the politics of empty promises.
Instead, we embrace the politics of solutions.
We believe that the true measure of government is not how much power it acquires, but how effectively it empowers its citizens.
1.6 Our National Mission
The Economic Freedom Fighters exist to help build a Republic founded upon opportunity, justice, responsibility, enterprise, constitutional democracy, and national unity.
We aspire to build a nation where every child can dream without limitation, every young person can find meaningful opportunity, every entrepreneur can invest with confidence, every farmer can prosper through productive work, every worker can earn with dignity, every elder can live in security, and every citizen can take pride in belonging to one united Gambian nation.
Our commitment is not merely to govern. Our commitment is to build.
To build institutions that endure. To build an economy that creates opportunity. To build communities that are safe and inclusive.
To build a society where prosperity is widely shared and where future generations inherit a nation stronger than the one we inherited.
Declaration
We, the Founders of the Economic Freedom Fighters, affirm our unwavering commitment to building a democratic, united, peaceful, prosperous, and forward-looking Republic of The Gambia.
We dedicate this movement to the service of the Gambian people, the strengthening of our institutions, the protection of our sovereignty, and the advancement of the common good.
Guided by our enduring belief in Shared Values for Shared Prosperity, we pledge to pursue economic freedom, justice, opportunity, and national development through integrity, constitutional governance, and peaceful democratic participation.
With faith in Almighty God, confidence in the people of The Gambia, and hope for generations yet unborn, we begin this national journey together.
"The true battle is not for political office. The true battle is against poverty, unemployment, ignorance and underdevelopment. That is where our energy belongs." — Prince Ebrahim Sanyang
Chapter 2: Our National Philosophy
"The true battle is not for political office. The true battle is against poverty, unemployment, ignorance and underdevelopment. That is where our energy belongs." — Prince Ebrahim Sanyang
2.1 Our Philosophy
Every enduring movement is guided by a philosophy greater than elections, personalities, or political circumstances.
The philosophy of the Economic Freedom Fighters is founded upon a simple but profound conviction:
The purpose of government is to create conditions in which every citizen can prosper with dignity, freedom, responsibility, and justice.
We believe that political power is not an end. It is public trust entrusted by the people to improve lives, strengthen institutions, expand opportunities, and protect the Republic.
Economic growth without justice creates inequality. Justice without opportunity creates dependency. Freedom without responsibility creates disorder. Development without integrity cannot endure.
Therefore, EFF embraces a balanced philosophy that seeks to unite economic progress with social justice, constitutional democracy, national responsibility, and ethical leadership.
2.2 Economic Freedom
Economic freedom is the cornerstone of our philosophy.
We believe that every Gambian should have a fair opportunity to work, build a business, own property, innovate, invest, create wealth, and improve their quality of life through honest effort.
Economic freedom means removing barriers that prevent citizens from realising their potential.
It means ensuring that opportunity is not reserved for a privileged few but extended to every hardworking Gambian.
A nation cannot claim to be truly free while millions remain trapped by poverty, unemployment, exclusion, or the absence of opportunity.
Accordingly, EFF views economic empowerment not as a privilege granted by government but as a fundamental objective of national development.
2.3 Shared Values, Shared Prosperity
The guiding motto of the Economic Freedom Fighters is:
Shared Values. Shared Prosperity.
This principle recognises that lasting prosperity cannot be achieved through economic growth alone.
Nations flourish when citizens are united by common values; integrity, honesty, respect, discipline, responsibility, compassion, service, and justice.
Prosperity that benefits only a few cannot sustain national harmony, and values without opportunity cannot fulfil the aspirations of our people.
Shared Values create trust. Trust strengthens institutions. Strong institutions generate investment. Investment creates employment. Employment builds prosperity. Prosperity strengthens national unity. Unity strengthens national security and community cohesion.
This is the virtuous cycle that EFF seeks to establish.
2.4 Nation Before Self
EFF believes that patriotism is measured by service rather than slogans.
The interests of the Republic must always take precedence over personal ambition, partisan advantage, or private gain.
Public servants should be custodians of the people's trust.
Citizens should recognise that every contribution, however small, strengthens the nation. We therefore reject politics founded upon division, hatred, patronage, or narrow interests. We embrace a politics founded upon competence, service, integrity, and national purpose.
2.5 Opportunity with Responsibility
Rights and responsibilities are inseparable. Every Gambian deserves equal opportunity.
Every Gambian also shares responsibility for strengthening our Republic.
Government has responsibilities. Businesses have responsibilities. Communities have responsibilities. Families have responsibilities. Citizens have responsibilities.
National development is a partnership between government and society.
Prosperity cannot be legislated. It must be created through productive work, innovation, enterprise, education, and shared commitment.
2.6 Unity in Diversity
The Republic of The Gambia derives its strength from the diversity of its people.
Our different ethnic groups, cultures, languages, and religious traditions enrich our national identity. EFF rejects every form of tribalism, discrimination, extremism, hatred, or exclusion.
We believe that every Gambian enjoys equal dignity, equal citizenship, and equal opportunity under the Constitution.
Our diversity must never become a source of division. It must become a foundation for national strength.
2.7 Leadership Through Service
Leadership is not measured by authority.
Leadership is measured by service.
True leaders do not ask what the nation can do for them. They ask what they can do for the nation.
The Economic Freedom Fighters therefore embraces servant leadership founded upon humility, competence, accountability, discipline, and integrity.
Public offices shall never become a vehicle for personal enrichment.
It shall remain a sacred trust exercised solely in the service of the people.
2.8 Our Enduring Belief
We believe that nations are transformed not by rhetoric but by vision. Not by promises but by delivery. Not by division but by unity. Not by dependency but by productivity. Not by privilege but by opportunity. Not by fear but by hope.
This is the philosophy that shall guide the Economic Freedom Fighters. This is the standard by which we shall govern.
This is the legacy we seek to leave for generations yet unborn.
Declaration
The Economic Freedom Fighters affirms that the strength of a nation lies not merely in its natural resources or institutions, but in the character of its people, the integrity of its leadership, and the opportunities it creates for every citizen.
We therefore dedicate ourselves to building a Republic founded upon economic freedom, constitutional democracy, justice, responsibility, national unity, servant leadership, and shared prosperity.
These principles shall remain the enduring foundation upon which the Economic Freedom Fighters shall conduct its affairs, formulate its policies, and serve the people of The Gambia.
Chapter 3: The Nation We Intend to Build
"A nation is not defined by the wealth beneath its soil, but by the character of its people, the strength of its institutions, and the opportunities it creates for every generation." — Prince Ebrahim Sanyang
3.1 Our National Aspiration
The Economic Freedom Fighters envisions a Gambia that is peaceful, prosperous, democratic, secure, innovative, environmentally responsible, and respected among the community of nations.
We believe that every generation has a duty not merely to preserve the nation it inherits, but to improve it. Our aspiration is therefore not simply to govern the Republic, but to help shape a future in which every Gambian enjoys the opportunity to live with dignity, freedom, security, and hope.
The Republic we seek to build shall be founded upon constitutional democracy, equal citizenship, the rule of law, responsible enterprise, social justice, and servant leadership. It shall be a nation where government enables opportunity, institutions command public confidence, and citizens actively contribute to national development.
3.2 A Republic of Opportunity
Every Gambian, regardless of birthplace, background, gender, disability, religion, ethnicity, or economic circumstance, deserves a fair opportunity to succeed.
Opportunity must never be reserved for the privileged few. It must be accessible to every child in every village, town, and city.
An EFF Government shall therefore work to remove structural barriers that prevent citizens from realising their potential. We shall promote policies that expand access to quality education, productive employment, finance, technology, healthcare, infrastructure, and entrepreneurship.
Our vision is a Nation where talent, hard work, integrity, and innovation determine success.
3.3 A Competitive and Productive Economy
The prosperity of a nation depends upon its ability to produce, innovate, trade, and compete.
The Gambia we intend to build shall encourage enterprise, reward productivity, and support responsible investment.
We aspire to transform The Gambia into a modern economy where agriculture, fisheries, manufacturing, tourism, financial services, technology, logistics, the creative industries, and the blue economy work together to create employment and sustainable national wealth.
Economic growth must be inclusive, resilient, and environmentally responsible. Its benefits must reach every region of the country and contribute to reducing poverty and expanding the middle class.
3.4 Strong Institutions, Strong Nation
No nation can prosper if its institutions are weak.
The Republic we seek shall be served by professional, independent, and accountable public institutions that uphold the Constitution without fear or favour.
The judiciary shall remain impartial. The civil service shall be merit-based. The security services shall be professional and accountable. Independent oversight institutions shall be respected. Public resources shall be managed transparently and responsibly.
Strong institutions protect democracy, encourage investment, and build public confidence in the state.
3.5 A Safe and Just Society
Peace is one of The Gambia's greatest national assets.
EFF believes that every citizen has the right to live free from violence, fear, corruption, organised crime, extremism, and injustice.
The Republic we intend to build shall invest in effective policing, modern justice systems, community partnerships, emergency preparedness, and the professional development of our security services.
Justice must be accessible, impartial, and timely. The law must protect every citizen equally, while respecting the Constitution and fundamental rights.
A secure nation provides the foundation upon which families, businesses, and communities can flourish.
3.6 Investing in Human Potential
The greatest resource of any nation is its people.
The Republic we seek shall invest in the education of its children, the health of its families, the aspirations of its youth, the leadership of its women, the dignity of its elderly citizens, and the inclusion of persons with disabilities.
We recognise that human capital is the engine of national progress.
By investing in people, we invest in the future prosperity of the Republic.
3.7 Sustainable Development and Stewardship
We inherit our natural environment from previous generations and hold it in trust for those yet unborn.
The Nation we intend to build shall pursue economic development in harmony with environmental responsibility.
We shall protect forests, rivers, wetlands, biodiversity, coastal ecosystems, and agricultural land.
We shall promote renewable energy, climate resilience, sustainable urban planning, responsible land management, and disaster preparedness.
Development and environmental stewardship are not competing objectives; they are complementary responsibilities.
3.8 One Nation, One Future
The Republic belongs equally to every Gambian.
Our diversity is a source of national strength rather than division.
EFF rejects tribalism, discrimination, sectarianism, and exclusion in all their forms.
We affirm the equal dignity and citizenship of every Gambian and commit ourselves to building a nation where unity is strengthened through mutual respect, dialogue, and shared responsibility.
National cohesion is essential for lasting peace and prosperity.
3.9 Looking Beyond the Next Election
The Republic we intend to build cannot be measured solely by electoral cycles.
Great nations are built through long-term planning, responsible investment, and institutions that endure beyond changes in government.
EFF therefore commits itself to governing with a generational perspective, ensuring that every major national decision considers not only today's needs but also the wellbeing of future generations.
We seek to leave a stronger Republic than the one we inherited.
Declaration
The Economic Freedom Fighters affirms that the Republic of The Gambia can become one of Africa's most peaceful, prosperous, competitive, and well-governed nations through constitutional democracy, responsible leadership, productive enterprise, strong institutions, equal opportunity, and national unity.
We dedicate ourselves to building a Republic where every citizen has the freedom to dream, the opportunity to succeed, and the confidence that future generations will inherit a nation stronger than the one entrusted to us.
Principle
Therefore in conclusion, "A great Nation is not measured by the size of its territory or the wealth of its resources, but by the dignity of its people, the strength of its institutions, and the opportunities it creates for every generation." — Prince Ebrahim Sanyang
Chapter 4: Leadership as a Sacred Public Trust
"Leadership is not measured by the authority one commands, but by the lives one uplifts, the institutions one strengthens, and the future one leaves behind." — Prince Ebrahim Sanyang
4.1 Leadership Exists to Serve
The Economic Freedom Fighters affirm that leadership is first and foremost an act of service.
Public office is not a personal possession. It is a solemn trust freely given by the people and exercised on their behalf.
Those entrusted with leadership must remember that authority derives from the confidence of the people and must always be exercised with humility, integrity, wisdom, and accountability.
Leadership is therefore measured not by titles, influence, or privilege, but by the positive and lasting impact it has upon the lives of citizens.
The purpose of leadership is to expand opportunity, uphold justice, strengthen institutions, and improve the common good.
4.2 Character Before Competence, Competence Before Popularity
EFF believes that effective leadership requires both character and competence.
Character builds trust. Competence delivers results. Neither is sufficient on its own.
Leaders should demonstrate honesty, discipline, courage, humility, compassion, sound judgment, and a commitment to lifelong learning. They must also possess the knowledge, skills, and professionalism necessary to discharge the responsibilities entrusted to them.
Popularity may win elections. Character and competence sustain nations.
4.3 The Ethics of Public Office
Public office is a fiduciary responsibility.
Every elected representative, public servant, and office holder must manage public resources with honesty, transparency, prudence, and respect for the law.
The misuse of public resources weakens institutions, undermines public confidence, and diverts opportunities from those who need them most.
EFF therefore rejects corruption, abuse of office, conflicts of interest, nepotism, favouritism, and every practice that places private benefit above the public interest.
Integrity must never be optional.
It is the foundation of legitimate government.
4.4 Servant Leadership
The Economic Freedom Fighters adopt servant leadership as the defining standard for all who serve within the movement.
A servant leader listens before speaking. Learns before deciding. Consults before acting. Leads by example. Accepts responsibility for failure. Shares credit for success. Protects the weak. Encourages excellence. Builds others rather than diminishing them.
The greatest leaders are those whose service enables others to flourish.
4.5 Leadership Through Merit
The Republic flourishes when talent and integrity are recognised.
EFF believes that appointments and opportunities within public institutions should, as far as practicable and consistent with the Constitution and applicable laws, be based on merit, competence, integrity, and commitment to public service.
Merit strengthens institutions.
Strong institutions strengthen democracy.
Every Gambian should know that honest effort, ability, and dedication can open doors to leadership and service.
4.6 Leadership and National Unity
Leaders carry a special responsibility to preserve national cohesion. Their words should inspire confidence rather than fear.
Their conduct should unite rather than divide.
Their decisions should reflect fairness rather than prejudice.
EFF therefore expects its leaders to respect every community, every faith, every region, and every citizen as equal partners in the national journey.
National unity is not achieved by uniformity.
It is achieved through mutual respect, justice, and shared purpose.
4.7 Leadership Beyond the Present
Responsible leaders think beyond the next election.
They consider the long-term consequences of today's decisions.
They invest in education whose benefits may not be realised for decades. They build infrastructure that will serve future generations. They protect the environment for children yet unborn. They strengthen institutions that will outlive their own time in office.
Leadership is stewardship across generations.
Every generation has a duty to leave the Republic stronger than it inherited it.
4.8 Accountability to the People
In a constitutional democracy, no leader is above the law.
Every office holder remains accountable to the Constitution, to independent institutions, and ultimately to the people.
Transparency, oversight, constructive criticism, and peaceful democratic participation strengthen rather than weaken good governance.
EFF welcomes accountability as an essential safeguard of public trust. True leadership is never afraid of scrutiny.
4.9 The Measure of Leadership
The Economic Freedom Fighters believe that history judges leaders not by the offices they occupied, but by the institutions they strengthened, the opportunities they created, the justice they defended, and the hope they inspired.
Leadership is ultimately measured by legacy.
The highest legacy any leader can leave is a Republic that is stronger, freer, more just, and more prosperous than the one entrusted to.
Declaration
The Economic Freedom Fighters affirm that leadership is a sacred public trust, exercised in service to the people and guided by integrity, humility, competence, accountability, constitutional democracy, and respect for human dignity.
We therefore commit ourselves to cultivating leaders whose greatest ambition is not to hold power, but to build institutions, expand opportunity, strengthen national unity, and leave a legacy of lasting public service for generations to come.
Principle
In conclusion, it should be clear that "The authority of leadership is temporary. The responsibility of leadership is enduring. Great leaders seek not to be remembered for the power they held, but for the nation they helped build." — Prince Ebrahim Sanyang
PART II — Constitutional Government
Chapter 5: Constitutional Democracy, Good Governance and the Rule of Law
"We, the People of The Gambia…" The Constitution of the Republic of The Gambia
"The Constitution is not an obstacle to good leadership. It is the guardian of good leadership. No individual is greater than the Republic, and no office is greater than the Constitution." — Prince Ebrahim Sanyang
5.1 The Constitution as the Supreme Law
The Economic Freedom Fighters affirms that the Constitution of the Republic of The Gambia is the supreme law of the land and the foundation upon which democratic governance, justice, and national stability rest.
Every institution of government, every public office holder, and every citizen is subject to the Constitution and the laws enacted in accordance with it.
EFF rejects arbitrary government, unlawful exercise of power, and any attempt to place personal or political interest above constitutional order.
The legitimacy of government derives not from force, popularity, or tradition alone, but from constitutional authority exercised on behalf of the people.
Respect for the Constitution is therefore essential to preserving national unity, protecting individual rights, and maintaining public confidence in democratic institutions.
5.2 Democracy as a Public Trust
Democracy is more than the holding of elections.
It is a continuous commitment to representative government, accountability, transparency, peaceful political participation, and respect for differing opinions.
EFF believes that the will of the people, expressed through free, fair, credible, and peaceful elections, is the foundation of democratic legitimacy.
Political competition should strengthen the Nation rather than weaken it. Opposition parties are not enemies of the state.
They are an essential part of democratic governance.
Constructive debate, peaceful disagreement, and respect for political diversity enrich democracy and contribute to better public policy.
5.3 Separation of Powers
The Economic Freedom Fighters recognises the constitutional roles of the Executive, the Legislature, and the Judiciary.
Each institution serves a distinct purpose.
Each must exercise its constitutional responsibilities independently. Each provides an essential safeguard against the abuse of power.
EFF shall respect the independence of Parliament in legislating on behalf of the people. EFF shall respect the independence of the Judiciary in administering justice impartially.
EFF shall ensure that the Executive remains accountable under the Constitution and subject to lawful oversight.
Strong democracies depend upon institutions that perform their constitutional responsibilities without improper interference.
5.4 Independent Institutions
The Republic is strengthened by institutions that command public confidence.
The Economic Freedom Fighters shall uphold the independence, professionalism, and effectiveness of constitutional and statutory bodies established under the laws of The Gambia.
Independent institutions must operate impartially, transparently, and in accordance with the law.
They should be adequately resourced, professionally managed, and protected from unlawful interference. Public confidence in democratic institutions is earned through fairness, competence, and accountability.
5.5 The Rule of Law
The rule of law is one of the defining pillars of a democratic Republic.
Every individual, regardless of office, status, wealth, or political affiliation, is equal before the law. Justice must be impartial, accessible, and administered within a reasonable time.
The law must protect the innocent, hold wrongdoers accountable through due process, and uphold the constitutional rights and freedoms of every person.
Respect for the rule of law strengthens social trust, encourages investment, and promotes lasting peace.
5.6 Good Governance
Good governance requires integrity, accountability, transparency, efficiency, and responsiveness.
Public resources shall be managed prudently.
Public decisions shall be guided by evidence and the public interest.
Citizens shall have access to information in accordance with the law.
Government shall remain open to scrutiny and constructive criticism. Public service exists to improve the lives of citizens.
Every institution should therefore strive for professionalism, innovation, and excellence in serving the people.
5.7 Decentralisation and Local Government
National development is strengthened when local communities participate meaningfully in governance. EFF supports effective decentralisation consistent with the Constitution and applicable laws.
Local government institutions should be empowered to deliver public services efficiently, encourage citizen participation, and respond to local priorities.
Development is most sustainable when communities are active partners in shaping their own future.
5.8 Rights, Freedoms and Civic Responsibility
The Economic Freedom Fighters recognises that constitutional rights and freedoms are essential to a democratic society.
At the same time, every citizen shares responsibilities toward the Republic and fellow citizens. Rights should be exercised peacefully and responsibly.
Citizens should participate in democratic life, respect the rights of others, and contribute positively to national development.
Democracy flourishes when freedom is accompanied by responsibility.
5.9 Governing for Generations
EFF believes that constitutional democracy is strengthened when governments think beyond electoral cycles. National planning should reflect both present needs and future aspirations.
Major public decisions should be guided by long-term national interests, sound evidence, fiscal responsibility, and stewardship for future generations.
Leadership must seek not only immediate progress but enduring national resilience.
Declaration
The Economic Freedom Fighters solemnly affirms its unwavering commitment to constitutional democracy, the supremacy of the Constitution, the rule of law, independent institutions, good governance, peaceful democratic participation, and equal justice under the law.
We shall govern under the Constitution, remain accountable to the people, respect the independence of democratic institutions, and uphold the enduring principle that the Republic is always greater than any political party, any leader, or any temporary holder of public office.
Principle
"Constitutions endure because they place principles above personalities, institutions above individuals, and the Republic above all else". — Prince Ebrahim Sanyang
PART III — Building a Prosperous Republic
Chapter 6: The Ten National Priorities
"A government should not merely administer a nation. It must inspire it, build it, protect it, and prepare it for generations yet unborn." — Prince Ebrahim Sanyang
6.1 A National Mission
The Economic Freedom Fighters believe that national transformation requires more than individual programmes or isolated reforms. It requires a clear national direction.
Accordingly, this Charter establishes Ten National Priorities that shall guide the long-term development of the Republic of The Gambia.
These Priorities are not intended as short-term political promises. They represent enduring national priorities that should unite governments, institutions, communities, businesses, and citizens in pursuit of the common good.
Each Priority is interconnected. Progress in one strengthens progress in the others. Together, they provide a comprehensive framework for building a peaceful, prosperous, competitive, inclusive, and resilient Republic.
Priority One Build a Prosperous Economy that Creates Opportunity for Every Gambian.
Economic growth must be broad-based, productive, innovative, and inclusive. Our objective is to create an economy where enterprise flourishes, investment is encouraged, industries expand, and meaningful employment becomes accessible to all. No Gambian should be denied the opportunity to prosper because opportunity itself is absent.
Priority Two Achieve Food Security Through Modern Agriculture and Fisheries.
The Republic shall strive to become increasingly self-reliant in food production while expanding agricultural exports and improving rural livelihoods. Agriculture shall be recognised not as a subsistence activity but as a modern, profitable, and technologically advanced sector capable of driving national development.
Priority Three Educate Every Citizen for the Twenty-First Century.
Education shall cultivate knowledgeable citizens, skilled professionals, responsible leaders, innovative entrepreneurs, and informed participants in democratic society. Learning must prepare every Gambian not merely to earn a living, but to contribute meaningfully to the Republic.
Priority Four Build a Healthy Nation.
Every Gambian deserves access to quality healthcare delivered with dignity, professionalism, and compassion. National development depends upon the health and wellbeing of the people. Healthcare shall therefore remain a central pillar of national prosperity.
Priority Five Connect Every Community.
Reliable water, affordable energy, modern transport, digital connectivity, and resilient infrastructure are essential foundations of economic transformation. No community should remain isolated from the opportunities created by national development.
Priority Six Build One of Africa's Safest Nation.
Security and justice are indispensable foundations of freedom and prosperity. EFF is committed to building professional security institutions, strengthening the rule of law, protecting communities, and ensuring that every citizen can live, work, invest, and raise a family in safety.
Priority Seven Empower Women, Youth and Families.
The Republic cannot realise its full potential while any segment of its people remains excluded from opportunity. Women and young people shall be recognised not merely as beneficiaries of development but as partners and leaders in building the nation's future. Strong families, empowered women, and confident young people strengthen the entire Republic.
Priority Eight Build World-Class Infrastructure and Sustainable Communities.
Infrastructure is the physical expression of national ambition. Roads, ports, airports, housing, schools, hospitals, markets, industrial parks, digital networks, and public spaces shall be planned and developed with future generations in mind.
Priority Nine Build Honest Government and Strong Institutions.
Integrity in public life is essential to public confidence. The Republic shall strengthen institutions, uphold transparency, combat corruption, improve public administration, and ensure that every Dalasi entrusted to government serves the public interest.
Priority Ten Advance Gambian Interests Across Africa and the World.
The Republic shall engage confidently with the international community while safeguarding its sovereignty, constitutional order, security, economic interests, and citizens. Our diplomacy shall promote peace, investment, trade, regional cooperation, and the wellbeing of Gambians wherever they may be.
Declaration
The Economic Freedom Fighters adopts these Ten National Missions as the enduring strategic priorities for the renewal and advancement of the Republic of The Gambia.
Together, they express our conviction that national development is not achieved through isolated policies, but through a shared commitment to opportunity, justice, productivity, unity, constitutional democracy, and service to future generations.
Principle
"A nation is transformed when its people unite behind missions that outlive governments, transcend political divisions, and inspire every generation to build upon the work of those who came before." — Prince Ebrahim Sanyang
Chapter 7: The Productive State
"Government does not create prosperity by replacing the people. Government creates prosperity by empowering the people to produce, innovate, invest, and succeed." — Prince Ebrahim Sanyang
7.1 The Purpose of the State
The Economic Freedom Fighters believe that the State exists to create the conditions in which every citizen can flourish.
The role of government is not to dominate society, nor to withdraw from its responsibilities.
Rather, government should provide the security, infrastructure, education, healthcare, justice, institutions, and economic environment that enable citizens, families, communities, and businesses to realise their full potential.
The Republic is strongest when government and citizens work together in pursuit of the common good.
7.2 Productivity as National Culture
Prosperity begins with productivity.
Nations become wealthy not because they consume more, but because they produce more. EFF therefore seeks to cultivate a national culture that values:
- Hard work
- Innovation
- Discipline
- Craftsmanship
- Entrepreneurship
- Scientific inquiry
- Professionalism
- Excellence
Every occupation that contributes honestly to national development deserves equal dignity and respect.
7.3 Enterprise and Wealth Creation
Private enterprise is an essential partner in national development.
The Republic should encourage responsible investment, protect lawful business activity, uphold contracts, and foster a predictable economic environment.
EFF believes that wealth honestly created strengthens society.
Successful businesses create employment. Employment strengthens families. Strong families strengthen the Nation.
Government should therefore encourage enterprise while ensuring that economic opportunities remain fair, competitive, and inclusive.
7.4 Agriculture, Industry and Value Addition
No nation achieves lasting prosperity by exporting only raw materials.
The Republic should strive to process more of what it produces, develop domestic industries, and increase the value of Gambian goods and services.
Agriculture, fisheries, manufacturing, tourism, logistics, financial services, technology, and the creative economy should complement one another in building a diversified and resilient economy.
The objective is to create value within The Gambia, generate employment, and strengthen national competitiveness.
7.5 Innovation and Technology
Innovation is one of the defining engines of modern prosperity.
EFF believes that science, technology, digital infrastructure, research, and entrepreneurship must become central pillars of national development.
The Republic should encourage creativity, reward invention, support research institutions, and expand access to digital opportunities for all citizens.
The future belongs to nations that invest in knowledge.
7.6 Infrastructure as National Capital
Infrastructure is not simply expenditure. It is an investment in future productivity.
- Roads
- Ports
- Airports
- Rail
- Electricity
- Water
- Telecommunications
- Schools
- Hospitals
- Markets
- Industrial parks
These are productive national assets that enable commerce, improve quality of life, connect communities, and attract investment.
The Republic should therefore plan infrastructure with a long-term national perspective.
7.7 Fiscal Responsibility
Every Dalasi collected from the people should be managed responsibly.
Public finance should reflect transparency, efficiency, value for money, and long-term sustainability.
Borrowing should be undertaken prudently and directed toward investments that strengthen national productivity and improve the wellbeing of future generations.
Fiscal responsibility protects both present and future citizens.
7.8 Partnership for National Development
Government cannot build prosperity alone. Neither can the private sector.
Neither can civil society.
National development requires partnership.
EFF therefore encourages cooperation among government, business, labour, academia, communities, traditional authorities, faith communities, development partners, and the Gambian diaspora.
Shared responsibility produces shared prosperity.
7.9 Measuring Success
The Economic Freedom Fighters believe that the success of government should be measured not merely by economic statistics, but by improvements in people's lives.
National progress should be reflected in:
- more jobs
- higher incomes
- stronger businesses
- better schools
- healthier communities
- safer neighbourhoods
- cleaner environments
- greater innovation
- stronger institutions
- expanding opportunity
Economic growth has meaning only when it improves human wellbeing.
Declaration
The Economic Freedom Fighters affirms that the Republic prospers when government empowers rather than controls, when citizens are productive rather than dependent, and when institutions create opportunity rather than obstacles.
We therefore commit ourselves to building a Productive State that encourages enterprise, protects justice, invests in people, strengthens institutions, and creates lasting prosperity for every Gambian.
Principle
"The wealth of a nation is ultimately created by the productivity of its people, guided by ethical leadership, strengthened by sound institutions, and sustained by responsible stewardship." — Prince Ebrahim Sanyang
PART IV — Building National Strength
Chapter 8: Human Development: Education, Health and Social Progress
"The greatest investment any nation can make is not in its buildings, but in its people. Strong minds, healthy bodies, skilled hands and upright character will always remain the true wealth of a Republic." — Prince Ebrahim Sanyang
8.1 People First
The Economic Freedom Fighters believe that the true wealth of the Republic is neither its natural resources nor its financial assets.
The greatest wealth of any nation is its people.
A nation cannot become prosperous if its citizens remain unhealthy, uneducated, under-skilled, or excluded from opportunity.
Human development is therefore not simply a social objective. It is the foundation of national prosperity, competitiveness, innovation, and long-term stability.
The Nation must invest continuously in the knowledge, health, dignity, and potential of every citizen.
8.2 Education for Life
Education should prepare citizens not merely to pass examinations but to succeed in life.
The Economic Freedom Fighters supports an education system that develops critical thinking, creativity, technical competence, civic responsibility, ethical leadership, and lifelong learning.
Education should connect classrooms to the economy, research to industry, and knowledge to practical solutions.
Every child deserves access to quality education regardless of family income or place of residence.
Every young person should have the opportunity to acquire skills relevant to a rapidly changing world.
8.3 Skills for National Development
The Republic requires engineers.
- Teachers
- Doctors
- Nurses
- Farmers
- Scientists
- Technicians
- Craftsmen
- Entrepreneurs
- Artists
- Public servants
Innovation thrives where skills are valued.
EFF therefore commits itself to strengthening technical and vocational education, apprenticeships, research institutions, digital literacy, and professional development throughout every stage of life.
Learning should never end with graduation.
8.4 Healthcare as a National Responsibility
Healthcare is a fundamental pillar of human dignity.
Every Gambian deserves access to affordable, quality healthcare delivered with professionalism, compassion, and respect.
The Republic should strengthen preventive healthcare, primary healthcare, specialist services, emergency response systems, maternal and child health, mental health services, and disease prevention.
Healthy citizens build productive nations.
8.5 Women as Equal Partners in Nation-Building
The Economic Freedom Fighters recognises women as equal partners in every aspect of national development.
Women contribute to agriculture, education, healthcare, commerce, public administration, entrepreneurship, science, culture, and family life.
The Republic prospers when women have equal opportunities to lead, innovate, own businesses, participate in public life, and contribute their talents without discrimination.
The empowerment of women strengthens families, communities, and the nation.
8.6 Youth as the Builders of Tomorrow
Young people are not merely the future of the Republic. They are active partners in building it today.
The Republic should provide young people with quality education, meaningful employment opportunities, entrepreneurship support, sports and cultural development, digital skills, leadership opportunities, and pathways to innovation.
The energy and creativity of youth remain among our greatest national assets.
8.7 Strong Families and Strong Communities
Families are the first institutions of society.
Communities are the foundations upon which the Republic is built.
EFF supports policies that strengthen family wellbeing, encourage responsible parenting, promote social cohesion, protect vulnerable people, and foster mutual respect among citizens.
Communities that care for one another create stronger nations.
8.8 Culture, Heritage and National Identity
The Republic should preserve its languages, traditions, historical sites, arts, music, literature, and cultural heritage.
Our cultural diversity is not merely a source of pride.
It is a national asset that strengthens tourism, education, creativity, and national unity. Every generation has a responsibility to preserve the heritage entrusted to it.
8.9 Human Dignity
Every citizen possesses equal dignity.
Government should always recognise the inherent worth of every individual.
Development should therefore be measured not solely by income or infrastructure but by improvements in human wellbeing, opportunity, security, knowledge, health, and quality of life.
Human dignity remains the ultimate purpose of national development.
Declaration
The Economic Freedom Fighters affirm that investing in people is the highest and most enduring investment a Republic can make.
We therefore commit ourselves to building a society where education expands opportunity, healthcare protects life, families are strengthened, women and youth are empowered, culture is preserved, and every Gambian is afforded the dignity, respect, and opportunity necessary to realise their full potential.
Principle
"A Nation becomes truly prosperous when every child can learn, every citizen can contribute, every family can flourish, and every generation is better prepared than the one before it." — Prince Ebrahim Sanyang
Chapter 9: National Security, Justice and Safe Communities
"There can be no prosperity without security, and there can be no lasting security without justice. The first duty of the Republic is to protect its people, defend its sovereignty, and uphold the rule of law with fairness, professionalism, and unwavering integrity." — Prince Ebrahim Sanyang
9.1 Security as the Foundation of National Prosperity
The Economic Freedom Fighters affirms that peace, security, and justice are indispensable foundations of a prosperous Republic.
Without security, businesses cannot invest, families cannot flourish, education is disrupted, and economic opportunity diminishes.
The Nation therefore has a fundamental duty to safeguard the lives, liberties, property, and constitutional rights of all people within its jurisdiction.
Security is not merely the absence of crime or conflict. It is the presence of public confidence, lawful institutions, social stability, and a society in which every citizen can live and work without fear.
9.2 Sovereignty and Territorial Integrity
The sovereignty, independence, and territorial integrity of the Republic of The Gambia are inviolable.
The Republic shall safeguard its land, territorial waters, airspace, constitutional institutions, and national interests in accordance with international law and the Constitution.
The Economic Freedom Fighters believe that every nation has both the right and the responsibility to protect its sovereignty while pursuing peaceful relations, mutual respect, and constructive cooperation with all nations.
National strength and peaceful diplomacy are complementary, not contradictory.
9.3 Professional Security Services
The Armed Forces, Police Service, Immigration Service, Fire and Rescue Service, Intelligence Services, Prisons Service, and all other lawful security institutions serve the Republic and its people.
Their professionalism, discipline, impartiality, and respect for the Constitution are essential to democratic governance.
The Economic Freedom Fighters is committed to ensuring that security institutions are properly trained, adequately equipped, well-resourced, and accountable under civilian constitutional authority.
Respect for human dignity, professionalism, and operational excellence should guide every aspect of national security.
9.4 Justice and Equal Protection Under the Law
Justice is the guardian of public trust.
Every individual is entitled to equal protection under the law, due process, and the impartial administration of justice.
The nation should strive to ensure that justice is accessible, timely, transparent, and independent. No person shall enjoy impunity by virtue of wealth, political influence, office, or social status.
Likewise, no innocent person should be deprived of liberty or dignity except in accordance with the law.
9.5 Crime Prevention and Community Safety
A safe Republic requires more than effective law enforcement.
It requires strong families, quality education, meaningful employment, community engagement, responsible citizenship, and opportunities that reduce the conditions in which crime flourishes.
The Economic Freedom Fighters therefore supports preventive approaches to public safety alongside effective policing, fair prosecution, rehabilitation, and community partnerships.
The objective is not merely to respond to crime, but to build communities in which crime is less likely to occur.
9.6 National Resilience
Modern security extends beyond conventional threats.
The Republic should strengthen its capacity to respond effectively to natural disasters, public health emergencies, cyber threats, organised crime, terrorism, environmental challenges, and other emerging risks.
Preparedness, coordination, and resilience are essential to protecting both present and future generations.
9.7 Rights and Responsibilities
National security and individual liberty are mutually reinforcing.
The Economic Freedom Fighters affirms that measures taken to protect national security should remain consistent with the Constitution, the rule of law, and respect for fundamental rights.
Citizens also bear responsibilities to respect the law, cooperate with lawful authorities, protect public property, and contribute to peaceful communities.
Security is a shared national responsibility.
9.8 Veterans and Service Personnel
Those who dedicate their lives to defending and protecting the Republic deserve the nation's respect.
The Republic should honour the service of members of the Armed Forces, Police, Immigration, Fire and Rescue, Intelligence Services, Prisons Service, and other public safety institutions.
Their welfare, professional development, health, and dignity should remain matters of national importance. A nation that values those who serve strengthens the morale and professionalism of its institutions.
9.9 Peace Through Strength and Cooperation
The Republic seeks peaceful relations with all nations and constructive engagement within Africa and the wider international community.
Peace is best preserved through professionalism, preparedness, diplomacy, regional cooperation, and respect for international law.
The Economic Freedom Fighters supports collaboration with neighbouring states and international partners in combating transnational crime, terrorism, trafficking, cybercrime, and other shared security challenges, while safeguarding the sovereignty and constitutional independence of the Nation.
Declaration
The Economic Freedom Fighters solemnly affirms that the safety of the people, the defense of the Nation, the protection of constitutional democracy, and the impartial administration of justice are among the highest responsibilities of government.
We therefore commit ourselves to building professional security institutions, strengthening the rule of law, protecting national sovereignty, promoting peaceful communities, and ensuring that every person in the Nation may live in freedom, dignity, and security under the Constitution.
Principle
"There can be no prosperity without security, and no lasting security without justice. A Nation is strongest when its people are protected by professional institutions, governed by the rule of law, and united by a shared commitment to peace, responsibility, and national service" — Prince Ebrahim Sanyang
Chapter 10: Infrastructure, Energy and Digital Transformation
"Infrastructure is the foundation upon which opportunity travels. Roads connect communities, energy powers enterprise, water sustains life, and digital networks connect the Republic to the future." — Prince Ebrahim Sanyang
10.1 Infrastructure as a National Investment
The Economic Freedom Fighters affirms that modern infrastructure is essential to national development, economic competitiveness, and social wellbeing.
Infrastructure should not be viewed merely as public expenditure but as a long-term investment that expands opportunity, improves productivity, and strengthens national unity.
Every generation has a responsibility to build assets that benefit the generations that follow.
10.2 Connecting the Republic
The Republic of The Gambia should strive to ensure that every region and community is connected through safe, reliable, and efficient transport networks.
Roads, bridges, ports, airports, and public transport systems should promote trade, mobility, tourism, emergency response, and national integration.
No community should remain isolated because of inadequate infrastructure.
Balanced regional development strengthens the entire Republic.
10.3 Water as a Strategic National Resource
Access to clean, safe, and reliable water is fundamental to human dignity, public health, agriculture, and economic development.
The Nation should promote sustainable management of water resources, expand access to safe drinking water, improve sanitation, and protect rivers, wetlands, aquifers, and other water sources for future generations.
Water security is a national priority.
10.4 Energy for Development
Reliable, affordable, and sustainable energy is indispensable to economic growth and improved quality of life.
The Republic should expand access to electricity, encourage a diversified energy mix, support innovation in renewable energy, strengthen energy infrastructure, and promote efficiency in generation, transmission, and distribution.
Energy policy should enhance national resilience while supporting industrialisation, enterprise, education, healthcare, and household wellbeing.
10.5 Digital Transformation
Digital technology is reshaping economies, education, healthcare, governance, commerce, and communication.
The Economic Freedom Fighters support the development of modern digital infrastructure that expands access to information, encourages innovation, improves public service delivery, and connects citizens to opportunities within Africa and the wider world.
Digital inclusion should benefit urban and rural communities alike.
10.6 Housing and Livable Communities
Every citizen deserves the opportunity to live in a safe, healthy, and well-planned community.
The Nation should encourage sustainable urban planning, affordable housing, resilient public infrastructure, accessible public spaces, and community facilities that enhance quality of life.
Development should strengthen both cities and rural communities while respecting local identity and environmental sustainability.
10.7 Industrial and Economic Infrastructure
The Nation should develop infrastructure that supports production, trade, investment, and employment.
Industrial parks, logistics hubs, markets, storage facilities, transport corridors, financial centres, and modern communications networks should be planned strategically to improve national competitiveness and encourage private sector growth.
Infrastructure should serve as a catalyst for broad-based economic development.
10.8 Innovation and Future Readiness
Infrastructure planning should anticipate the needs of future generations rather than merely respond to present demands.
The Nation should encourage research, smart technologies, resilient infrastructure, climate adaptation, digital innovation, and emerging industries that strengthen long-term national competitiveness.
Planning today should prepare the Nation for tomorrow.
10.9 Stewardship of Public Assets
Public infrastructure belongs to the people.
Government has a duty to maintain, protect, and manage public assets responsibly throughout their life cycle.
Maintenance should be regarded as an essential component of national development rather than an afterthought.
Responsible stewardship maximises public value and safeguards investments made on behalf of present and future generations.
Declaration
The Economic Freedom Fighters affirms that infrastructure, energy, water, housing, transport, and digital connectivity are strategic foundations of a modern Republic. We therefore commit ourselves to planning, building, maintaining, and expanding national infrastructure in ways that promote opportunity, strengthen competitiveness, improve quality of life, and ensure that every region of the Republic shares national progress.
Principle
"The infrastructure we build today becomes the opportunity inherited by tomorrow. A forward-looking Nation invests not only in what its people need now, but also in what future generations will require to thrive." — Prince Ebrahim Sanyang
Chapter 11: Environmental Stewardship and Sustainable Development
"We do not inherit the Republic from those who came before us. We hold it in trust for those who will come after us. Every forest protected, every river preserved, every coastline restored, and every community strengthened is an investment in generations yet unborn." — Prince Ebrahim Sanyang
11.1 Stewardship of the Nation
The Economic Freedom Fighters affirms that the natural environment of the Republic of The Gambia is a national trust.
Its rivers, forests, wetlands, coastline, wildlife, biodiversity, agricultural lands, and natural resources contribute to the wellbeing, prosperity, and identity of the nation.
The Nation therefore bears a responsibility to conserve, restore, and manage these resources wisely for the benefit of present and future generations.
Environmental stewardship is not separate from national development. It is an essential part of it.
11.2 Sustainable Development
The Economic Freedom Fighters believe that economic growth and environmental responsibility should advance together.
Development should improve living standards while safeguarding the natural systems upon which society depends.
Public policy should encourage the responsible use of land, water, energy, forests, fisheries, minerals, and other natural resources in ways that promote long-term prosperity.
True progress is measured not only by what is built, but also by what is preserved.
11.3 Climate Resilience
The Republic should strengthen its capacity to respond to the challenges posed by changing environmental conditions.
Communities, infrastructure, agriculture, fisheries, water resources, and public institutions should be planned and managed with resilience in mind.
Preparedness, adaptation, scientific research, and responsible planning enhance national resilience and reduce risks to future generations.
11.4 Protecting Water, Land and Biodiversity
Healthy ecosystems sustain healthy societies.
The Nation should safeguard rivers, wetlands, forests, coastal environments, wildlife habitats, and agricultural landscapes through responsible management and sound environmental practices.
The conservation of biodiversity contributes not only to ecological health but also to tourism, food security, scientific research, and national resilience.
11.5 Clean Communities
Every citizen deserves to live in a clean, healthy, and dignified environment.
The Nation should encourage responsible waste management, sanitation, pollution prevention, recycling, public cleanliness, and environmental awareness.
Communities flourish when citizens, institutions, businesses, and government share responsibility for protecting the places in which they live.
11.6 Sustainable Agriculture and Fisheries
Agriculture and fisheries depend upon healthy ecosystems.
The Nation will encourage farming and fishing practices that sustain productivity while protecting soils, water resources, marine ecosystems, and biodiversity.
Responsible stewardship today helps ensure food security and economic opportunity for future generations.
11.7 Renewable Energy and Resource Efficiency
The Nation will encourage efficient use of natural resources and support the responsible development of sustainable energy solutions.
Innovation, research, and technological advancement should contribute to reducing waste, improving efficiency, and strengthening national resilience.
Sustainability and economic competitiveness can reinforce one another.
11.8 Shared Responsibility
Environmental stewardship is a shared national duty.
Government, businesses, farmers, fishers, traditional authorities, educational institutions, civil society, faith communities, and individual citizens all have important roles to play in protecting the Republic's natural heritage.
National development succeeds best when environmental responsibility becomes part of everyday civic life.
11.9 A Legacy for Future Generations
Every generation receives the Republic from those who came before and holds it in trust for those yet to come.
The Economic Freedom Fighters believe that leadership should leave the nation stronger, cleaner, healthier, and more resilient than it inherited it.
Development should therefore be guided by stewardship, responsibility, and long-term vision rather than short-term gain.
Declaration
The Economic Freedom Fighters affirms that environmental stewardship and sustainable development are essential responsibilities of a modern Republic.
We therefore commit ourselves to protecting the natural heritage of The Republic of The Gambia, promoting responsible use of natural resources, strengthening climate resilience, preserving biodiversity, and ensuring that development today never diminishes the opportunities of future generations.
Principle
"A wise Nation measures its success not only by the prosperity it creates, but also by the land it preserves, the waters it protects, and the legacy it leaves for generations yet unborn." — Prince Ebrahim Sanyang
PART V — The Republic in Africa and the World
Chapter 12: Foreign Policy, Diplomacy and National Sovereignty
"A nation's foreign policy must begin and end with the wellbeing of its people. We shall extend our hand in friendship to all nations, cooperate in mutual respect, and stand firmly in defence of the sovereignty, dignity, and legitimate interests of the Republic of The Gambia." — Prince Ebrahim Sanyang
12.1 Our Guiding Principle
The foreign policy of the Economic Freedom Fighters shall be guided by one enduring principle: Friends With All Nations. Servants Only of Gambian Interests.
The Republic of The Gambia seeks peaceful, respectful, and mutually beneficial relations with all nations.
Our engagement with the world shall be based upon equality, mutual respect, peaceful cooperation, and the pursuit of shared prosperity.
Friendship with other nations shall never diminish our constitutional independence, sovereignty, or responsibility to protect the legitimate interests of the Republic and its people.
12.2 Sovereignty and Independence
The Republic of The Gambia is an independent and sovereign state.
Its sovereignty, territorial integrity, constitutional order, and national institutions shall always be respected and safeguarded.
The Economic Freedom Fighters believe that every nation has the right to determine its own future in accordance with its Constitution and the freely expressed will of its people.
International cooperation should strengthen, rather than weaken, national sovereignty.
12.3 Africa First
The Republic of The Gambia is an integral part of Africa.
Our history, geography, culture, and future are inseparable from the progress of the African continent.
The Economic Freedom Fighters supports stronger African cooperation in trade, infrastructure, education, science, security, public health, environmental stewardship, and peaceful conflict resolution.
Regional integration should create greater opportunities, improve competitiveness, and strengthen Africa's collective voice in global affairs.
12.4 Peaceful International Relations
The Republic shall pursue peaceful relations with all nations.
Dialogue, diplomacy, mutual respect, and adherence to international law remain the preferred means of resolving disputes.
The Economic Freedom Fighters supports constructive engagement through regional and international institutions while preserving the Republic's constitutional independence and national interests.
Peaceful cooperation contributes to regional stability and global prosperity.
12.5 Economic Diplomacy
Foreign policy should contribute directly to national development.
The Republic should actively promote international trade, responsible investment, tourism, innovation, education, technology transfer, cultural exchange, and mutually beneficial economic partnerships.
Diplomatic missions should serve not only as representatives of the Republic but also as facilitators of economic opportunity, investment, and international cooperation.
Economic diplomacy strengthens national prosperity.
12.6 Protecting Gambians Abroad
Every Gambian, wherever they may reside, remains a valued member of the national community.
The Republic should provide appropriate consular assistance, promote the welfare of Gambians overseas, encourage constructive engagement with the diaspora, and protect the legitimate rights and interests of its citizens abroad in accordance with international law.
The Gambian diaspora contributes significantly to national development and should remain an important partner in the Republic's progress.
12.7 International Cooperation
The Republic welcomes constructive partnerships with governments, international organisations, development institutions, academic institutions, civil society, and the private sector.
Such cooperation should be guided by transparency, mutual benefit, national priorities, and respect for the sovereignty of all parties.
Partnerships should strengthen national capacity rather than create unnecessary dependence.
12.8 Humanitarian Responsibility
The Republic should continue to support international efforts that promote peace, humanitarian assistance, disaster response, public health, sustainable development, and respect for human dignity.
As a responsible member of the international community, The Gambia should contribute positively to regional and global initiatives consistent with its national interests and constitutional principles.
12.9 The Republic's Place in the World
The Economic Freedom Fighters envision a Republic that is respected for its integrity, professionalism, constitutional democracy, peaceful diplomacy, responsible governance, and constructive international engagement.
The size of a nation does not determine the significance of its contribution.
Leadership, credibility, and principled conduct earn respect among nations.
The Republic should therefore aspire to serve as a trusted partner, a responsible neighbour, and a confident voice in regional and international affairs.
Declaration
The Economic Freedom Fighters affirms that the foreign policy of the Republic of The Gambia shall always be guided by the principles of sovereignty, constitutional independence, peaceful cooperation, mutual respect, responsible international engagement, and the advancement of the legitimate interests of the Gambian people.
We therefore commit ourselves to building a foreign policy that promotes peace, expands opportunity, protects our citizens abroad, strengthens Africa, encourages mutually beneficial partnerships, and enhances the standing of the Republic within the community of nations.
Principle
"A respected Republic builds friendships with all nations, protects its sovereignty without compromise, and ensures that every international partnership advances the wellbeing, dignity, and prosperity of its people." — Prince Ebrahim Sanyang
PART VI — The Movement
Chapter 13: Membership, Citizenship and National Duty
"The strength of a Nation is not measured only by the quality of its government, but by the character of its citizens. Every Gambian has both rights to enjoy and responsibilities to fulfil. Together, we shape the destiny of our nation." — Prince Ebrahim Sanyang
13.1 Citizenship as a Shared Responsibility
The Economic Freedom Fighters believe that citizenship is both a privilege and a responsibility.
Every Gambian share in the duty of protecting the Republic, respecting the Constitution, contributing to national development, and promoting peace, unity, and mutual respect.
Nation-building is not the responsibility of government alone. It requires the active participation of citizens, families, communities, businesses, civil society, traditional authorities, faith communities, and the diaspora.
The Republic flourishes when its people accept responsibility for its future.
13.2 Rights and Responsibilities
The Constitution guarantees rights and freedoms that safeguard the dignity of every person.
These rights are strengthened when citizens exercise them responsibly and with respect for the rights of others. The Economic Freedom Fighters affirms that liberty and responsibility are inseparable.
A democratic society depends upon citizens who participate peacefully, respect the law, uphold constitutional values, and contribute positively to public life.
13.3 National Unity
The Republic of The Gambia is home to people of diverse ethnicities, languages, cultures, traditions, and beliefs. This diversity is a source of strength.
The Economic Freedom Fighters reject tribalism, sectarianism, discrimination, hatred, and division in all their forms.
Every Gambian deserves equal dignity, equal opportunity, and equal protection under the Constitution. Our common citizenship is greater than our differences.
National unity is built through mutual respect, shared purpose, and a commitment to the common good.
13.4 Public Service
Public service is an honourable trust.
Whether serving in government, education, healthcare, the security services, business, agriculture, civil society, or voluntary organisations, every citizen has opportunities to contribute to national progress.
The Republic benefits when service is guided by integrity, competence, professionalism, humility, and accountability.
Leadership begins with service.
13.5 Membership of the Economic Freedom Fighters
Membership of the Economic Freedom Fighters is open to all eligible persons who accept the principles of this Charter, uphold the Constitution of the Republic of The Gambia, and commit themselves to peaceful democratic participation.
Every member shall conduct themselves with integrity, discipline, respect, and responsibility.
Membership is not merely an expression of political support.
It is a commitment to the values, principles, and responsibilities contained within this Charter.
13.6 Civic Participation
A healthy democracy depends upon informed and active citizens.
The Economic Freedom Fighters encourages participation in elections, community initiatives, voluntary service, public dialogue, environmental stewardship, and constructive engagement in national life.
Citizens strengthen democracy by contributing ideas, respecting lawful institutions, and working together to solve shared challenges.
13.7 The Gambian Diaspora
The Gambian diaspora remains an integral part of the national family.
Through investment, knowledge, professional expertise, entrepreneurship, cultural exchange, and community support, Gambians abroad contribute significantly to the Republic's development.
The Economic Freedom Fighters welcome and value their continued partnership in building a stronger, more prosperous nation.
13.8 National Character
The future of the Republic depends not only upon economic development but also upon the character of its people.
The Economic Freedom Fighters seek to encourage honesty, diligence, compassion, respect, discipline, innovation, responsibility, and service.
These values strengthen institutions, families, communities, and the Republic itself.
Character remains one of the nation's greatest assets.
13.9 One Republic, One Future
The Economic Freedom Fighters believes that every Gambian shares ownership of the Republic and responsibility for its future.
Political differences should never diminish our common commitment to peace, constitutional democracy, and national progress.
Our shared future depends upon our willingness to work together for the benefit of generations yet unborn.
Declaration
The Economic Freedom Fighters affirms that citizenship carries both rights and responsibilities.
We therefore commit ourselves to strengthening national unity, encouraging active citizenship, promoting ethical public service, welcoming peaceful democratic participation, and building a Republic in which every Gambian has both the opportunity and the responsibility to contribute to the common good.
Principle
"A Republic becomes stronger when its citizens understand that freedom is accompanied by responsibility, that rights are strengthened by duty, and that national progress is the shared work of every generation." — Prince Ebrahim Sanyang
Chapter 14: The Future We Owe Our Children
"Every generation inherits a Republic shaped by those who came before. Our duty is not merely to preserve that inheritance, but to strengthen it, enlarge its opportunities, deepen its freedoms, and pass it on in better condition than we received it." — Prince Ebrahim Sanyang
14.1 Beyond Our Generation
The Economic Freedom Fighters believe that responsible leadership looks beyond the present.
Every important decision taken today should consider its impact upon tomorrow.
The Republic should be governed not merely for the benefit of those living today, but also for those yet unborn.
True leadership is measured by the quality of the future it creates.
14.2 Leaving a Better Republic
Each generation inherits institutions, infrastructure, traditions, knowledge, and natural resources from those who came before.
The Economic Freedom Fighters affirm that every generation has a duty to leave the Republic stronger than it inherited it.
This means strengthening constitutional democracy, expanding opportunity, protecting the environment, investing in education, preserving cultural heritage, and promoting national unity.
The measure of our success will not be what we possess, but what we pass on.
14.3 Investing in Tomorrow
Investment should not be measured solely by financial returns.
The greatest investments are those made in people, ideas, institutions, innovation, and public trust.
Schools built today educate tomorrow's leaders. Hospitals built today protect tomorrow's families. Infrastructure built today expands tomorrow's opportunities. Strong institutions built today safeguard tomorrow's democracy.
Every responsible investment becomes a gift to future generations.
14.4 The Responsibility of Leadership
Leadership is stewardship.
Those entrusted with public office do not own the Republic. They serve as temporary custodians of a permanent national inheritance.
The Economic Freedom Fighters therefore expects every leader to govern with humility, integrity, foresight, and accountability, always remembering that public office exists to serve both present and future generations.
14.5 The Republic as a Living Legacy
The Republic is more than its territory.
It is the shared story of its people, the strength of its institutions, the richness of its cultures, the resilience of its communities, and the hopes of future generations.
Every citizen contributes to this living legacy.
Every generation writes a new chapter in the Republic's history.
14.6 Hope as National Strength
Nations flourish when their people believe tomorrow can be better than today.
The Economic Freedom Fighters believe that hope is strengthened by honest leadership, equal opportunity, peaceful democracy, sound institutions, productive enterprise, quality education, accessible healthcare, and justice under the law.
Hope is sustained when citizens see progress not only in words, but in their daily lives.
14.7 A Promise to Every Child
Every child born in the Republic of The Gambia deserves the opportunity to grow in safety, dignity, health, and hope.
Every child deserves access to education, protection, opportunity, and the freedom to develop their talents. The future of the Nation will ultimately be determined by the opportunities we create for its children today.
14.8 The Enduring Duty
The work of nation-building is never complete.
Each generation receives unfinished work from those who came before and leaves unfinished work for those who follow.
The Economic Freedom Fighters accepts this enduring responsibility with humility and determination. We seek not perfection, but continuous progress.
We seek not temporary success, but lasting national advancement.
Declaration
The Economic Freedom Fighters solemnly affirms that every generation holds the Republic in trust for the next. We therefore commit ourselves to strengthening constitutional democracy, expanding opportunity, investing in people, protecting our natural heritage, preserving our cultural identity, and building institutions that will continue to serve the Nation long after our own generation has passed.
Our highest ambition is not simply to govern well today, but to leave a stronger, freer, more prosperous, and more united Republic for every generation yet to come.
Principle
"The truest measure of leadership is not the applause it receives in the present, but the opportunities it leaves for the future. A great Republic honours its ancestors by serving its descendants." — Prince Ebrahim Sanyang
Chapter 15: The Founding Promise
"Every generation is remembered not for the offices it occupied, but for the Republic it left behind. Let our generation be remembered for choosing unity over division, service over self-interest, courage over complacency, and hope over despair." — Prince Ebrahim Sanyang
15.1 Our Promise
The Economic Freedom Fighters was founded in the belief that the Republic of The Gambia can become more prosperous, more just, more innovative, more secure, and more united.
This Charter expresses that belief.
It is our promise to pursue national renewal through constitutional democracy, servant leadership, productive nation-building, responsible governance, and unwavering commitment to the common good.
We recognise that no political movement alone can transform a nation. Nation-building is the shared responsibility of every citizen.
15.2 Our Commitment
We commit ourselves to leadership founded upon integrity rather than privilege. Service rather than self-interest. Humility rather than arrogance. Responsibility rather than entitlement.
We shall strive to strengthen institutions rather than personalities, expand opportunities rather than dependency, and govern with respect for the Constitution, the rule of law, and the dignity of every person.
15.3 Our Vision
We envision a Nation where:
Every child can dream without limitation. Every young person can find opportunity. Every family can live in dignity. Every entrepreneur can innovate. Every farmer and fisher can prosper. Every worker can contribute. Every community can flourish. Every citizen can stand equally before the law. Every generation inherits a stronger Republic than the one before.
15.4 Our Responsibility
We recognise that progress is neither automatic nor guaranteed. It requires courage.
- Discipline
- Sacrifice
- Honesty
- Innovation
- Compassion
- Perseverance
The Nation will become what its people choose to build together.
We therefore invite every citizen to become an active participant in the continuing work of national renewal.
15.5 Beyond Politics
This Charter is more than a political programme. It is an expression of hope.
It affirms that disagreement need not become division. That competition need not become hostility. That public office is a trust. That democracy is strengthened by participation. That leadership exists to serve. That prosperity grows where opportunity is shared.
Above all, it affirms that the Republic is greater than any political movement or individual.
15.6 The Enduring Promise
To Republic of The Gambia, The Economic Freedom Fighters make this solemn promise to:
- Uphold the Constitution.
- Defend democracy.
- Strengthen institutions.
- Protect sovereignty.
- Promote justice.
- Encourage enterprise.
- Invest in people.
- Preserve the environment.
- Serve with integrity.
- Govern with humility.
- Leave the Republic stronger than we found it.
This is our promise.
15.7 A Shared Journey
The future of the Republic will not be written by one leader, one government, or one generation alone.
It will be written by millions of citizens choosing, day after day, to build rather than destroy, to unite rather than divide, and to serve rather than seek privilege.
The Charter therefore concludes not with an ending, but with an invitation.
An invitation to every Gambian to help write the next chapter of our national story. Together.
With courage. With wisdom. With hope.
Declaration
The Economic Freedom Fighters dedicates this Charter to the enduring service of the Republic of The Gambia. We pledge to uphold constitutional democracy, strengthen the institutions of the Republic, advance shared prosperity, protect national sovereignty, promote justice, encourage productive enterprise, preserve our natural heritage, and serve every citizen with integrity, humility, and accountability.
May every generation inherit a Republic that is freer, stronger, more prosperous, and more united than the one entrusted to us today.
Principle
"The highest purpose of public life is not the pursuit of power, but the faithful service of the Republic. Great nations endure because each generation accepts responsibility for leaving a better inheritance to the next." — Prince Ebrahim Sanyang
Our Enduring Promise
We shall measure our success not by the elections we win, but by the opportunities we create. Not through the speeches we deliver, but through the lives we improve.
Not by the power we hold, but by the trust we earn.
Not with the wealth we accumulate, but with the prosperity we share. Not by what we inherit, but by what we build.
For we believe that the highest calling of leadership is service, the highest purpose of government is opportunity, and the greatest legacy any generation can leave is a nation stronger, freer, more just, and more prosperous than the one it inherited.
The Covenant — Building Together
The Economic Freedom Fighters believe that no leader, no government, and no institution can build a great nation alone.
National renewal is a shared responsibility.
Government must govern with integrity. Parliament must legislate with wisdom. The Judiciary must administer justice without fear or favour. The Civil Service must serve with professionalism. The Private Sector must invest responsibly. Farmers must be empowered to feed the nation. Workers must be respected for the dignity of their labour. Teachers must shape the minds of future generations. Healthcare professionals must protect the sanctity of life. Faith leaders must continue to nurture moral character and social harmony. Traditional leaders must preserve our cultural heritage while contributing to national unity. Young people must be equipped to lead the future. Women must be recognised as equal partners in nation-building. The Diaspora must remain an indispensable partner in national development.
Every citizen has both rights and responsibilities. Every generation has both privileges and obligations.
We therefore affirm that the future of The Gambia shall not be built by government alone.
It shall be built by a united people, working together with shared purpose, shared responsibility, and shared hope.
This is our covenant with one another. This is our covenant with the Nation. This is our covenant with generations yet unborn.
